Consideration of approval of Receipt of Unanticipated Revenue No. 18-042, in the amount of $33,257.00, derived from Assessor's Office - State Grant Revenue to Professional and Specialized Services and Office Expense budgets, for Fiscal Year 2018-2019. 4 Votes Required

Consideration of entering into an Agreement with Westcare California Inc., for alcohol and other drug residential detoxification services, for Fiscal Years 2018-2023, and authorize the Chairmanto sign.

Consideration of entering into an Amendment to MCC No. 11156-18, with the California Department of Housing and Community Development, for the No Place Like Home Technical Assistance Grant, to conform the Standard Agreement to the NPLH Program Guidelines, and authorize the Chairman to sign.

Consideration of entering into an Agreement with Zaks Enterprises, LLC, for the monthly rate $4,765.08, for security patrol services, for Fiscal Year 2018-2019, and authorize the Chairman to sign.

Consideration of approval to reaffirm Resolution No. 2015-101, declaring a local emergency due to the tree mortality disaster that exists in the County and throughout the State.

Consideration of approval to appoint Tom Burdette to the Coarsegold Resource Conservation District Board, for a term ending November 30, 2021.

Consideration of approval of Receipt of Unanticipated Revenue No. 18-057, in the amount of $35,000.00, derived from General Fund Reserve for Enhanced Economic Development Activities, to be appropriated to Special Payments - Specialized and Professional Services, for Fiscal Year 2018-2019. 4 Votes Required

Consideration of entering into an Agreement with McCormick Barstow, LLP, for legal services in connection with litigation in the matter of Linn v. County of Madera, and authorize the Chairman to sign.

 

Consideration of entering into an Amendment to MCC No. 8885-C-2009, with San Joaquin Valley Air Pollution Control District, amending the Term to December 1, 2023, and authorize the Chairman to sign.

 

Consideration of entering into an Agreement with ECS Imaging, Inc. in the amount of $19,800.00, for Enterprise Content Management System installation, configuration, and project management services, for Fiscal Year 2018-2019, and authorize the Chairman to sign.

Consideration of entering into an Agreement with ConvergeOne, in the amount of $14,000.00,for Incident Management Retainer Services, for Fiscal Years 2018-2019, and authorize the Chairman to sign.

 

 

Plumas County Medi-Cal Administrative Activities and Targeted Case Management.

 

1.     Consideration of entering into an Agreement between Madera County and County of Plumas, for County based Medi-Cal Administrative Activities and Targeted Case Management program, and authorize the Chairman to sign.

 

2.       Consideration of authorizing the Public Health Director to also sign the attached agreement and any subsequent documents or amendments required for the execution of this agreement.

Consideration of approval to reaffirm Resolution No. 2015-087, proclaiming a local emergency created by the severe drought conditions that exist in the County and throughout the State.

Consideration of entering into an Amendment to MCC No. 10644A-C-2017, amending the Term of Services for Consultant and Maintenance Training for the Madera County Sheriff’s Canine Teams, for Fiscal Year 2018-2019, and authorize the Chairman to sign.

Consideration of entering into an Agreement with Tully & Young, Inc., in an amount not to exceed $100,000.00, for engineering consulting services under a purchase agreement, until January 31, 2020, and authorize the Chairman to sign.

Hearing to consider an application of Madera Service Station LP for a Letter of Public Convenience and Necessity to obtain a Type 20 off-premise license to allow the sale of beer and wine at a gas station mini mart. The property is owned by Hagop Kofdarali and is located on the southeast corner of Avenue 18 ½ and Road 23 (18463 Road 23), Madera.  The parcel is accessed via Road 23. The Parcel (APN 029-260-018) is zoned CRG (Commercial, Rural, General). The General Plan is HSC (Highway, Commercial, Service) designation.

2019 Agricultural Preserves and Farmland Security Zones.

 

1.              Hearing to consider the proposed Ordinance for the rezoning of lands currently proposed for inclusion in the Agricultural Preserve/Farmland Security Zone Program for 2019 (contracts with Madera County under the provisions of the Williamson Act) to ARE-40 (Agricultural, Rural, Exclusive-40 Acre) District from ARF (Agricultural Rural Foothills) District.

 

2.              Hearing to consider approval of a Resolution establishing 2019 Agricultural Preserves 1705, 1706, 1707, and 1708, and Farmland Security Zones 290 and 291.

 

3.              Discussion and consideration of entering into Agricultural Preserves and Farmland Security Zones contracts, for the year 2019, and authorize the Chairman to sign.

 

4.              Discussion and direction to prepare a Notice of Exemption per the California Environmental Quality Act (CEQA) Guidelines Section 15061.

Presentation of certificates to the Madera County 4-H Livestock Judging Team recognizing their accomplishments in the "Overall" team category representing the State of California at the American Royal National Contest in Kansas City, Missouri.

Hearing to consider adoption of an Ordinance amending the Annual Salary for Members of the Board of Supervisors, accepting the 3% salary adjustment, which is proposed for Unrepresented employees, including Appointed and Elected Department Heads, effective February 2, 2019.

Hearing to consider adoption of an Ordinance amending Chapter 2.60 of Title 2 of the Madera County Code, pertaining to salary step placement of new appointments.

Discussion and consideration of approval to amend the Classification Plan for the Madera County Sheriff's Office, effective January 1, 2019, as follows:

 

1.              Amend the Classification Plan by adding the class of Undersheriff.

 

2.              Set the salary range for the class of Undersheriff be set as follows: Range 378 (OMB2 0115), $8,984 - $10,920 per month, $107,812 - $131,046 per year

 

3.              Designate the above-referenced classification overtime exempt, pursuant to the Fair Labor Standards Act.

 

4.              Allocate the above-referenced classification to the Peace Officer Management Unit for bargaining purposes.

 

5.              Direct the Human Resources/Operations Division of County Administration to amend the Position Allocation in Org Key #04000 to add 1.0 FTE allocated to the classification of Undersheriff.

Discussion and consideration of approval to amend the Classification Plan for the Office of Information Technology as follows:

 

1.              Amend the Classification Plan by adding the class of Deputy Chief Information Officer - Network & Security Services.

 

2.              Set the salary range for the class of Deputy Chief Information Officer - Network & Security Services as follows:

 

              · Range 373 (MB2 0115), $8,076 - $9,816 per mth, $96,915 - $117,801 per year.

 

3.              Designate the above-referenced class as overtime exempt, pursuant to the Fair Labor Standards Act.

 

4.              Allocate the above-referenced class to the Mid-Management Unit for bargaining purposes.

 

5.              Amend the Classification Plan by adding the classification of Deputy Chief Information Officer - Application & Client Services, formerly titled Deputy Chief Information Officer (no change in salary).

 

6.              Reallocate the following employee from the class of Deputy Chief Information Officer to the class of Deputy Chief Information Officer - Application & Client Services: Bruce Lorimer.

 

7.              Direct the Human Resources/Operations Division of County Administration to amend the Position Allocation, as approved in the 2018/19 Budget for Org Key #00243, to reflect:

 

a.              Eliminate the 1.0 FTE allocated to the classes of Desktop Support Technician I/II or Network Engineer I/II' (cleanup from November 20, 2018 BOS agenda item).

 

b.              Eliminate the 1.0 FTE allocated to the class of 'Senior Network Engineer' (cleanup from November 20, 2018 BOS agenda item).

 

c.              Rename the 'Information Technology Division Manager' allocation to 'Deputy Chief Information Officer - Network & Security Services.

Discussion and consideration to make changes to Advisory Committee format and rules.
