Consideration of approval to authorize the Director of the Department of Behavioral Health Services to sign a letter of funding commitment to Self-Help Enterprises for Capitalized Operating Subsidy Reserve (COSR) in the amount of $310,000.00, should we receive No Place Like Home competitive funds.

Consideration of entering into an Amendment to MCC No. 11178-18 with Dominion Voting Systems, Inc., amending the pricing summary and deliverables description for the Image Cast Voting System, for Fiscal Years 2018-2025, and authorize the County Clerk-Recorder to sign.

Consideration of approval of Receipt of Unanticipated Revenue No. 18-072, in the amount of $6,944.00, derived from Sheriff Administration - Law Enforcement Services to Temporary Salaries, for Fiscal Year 2018-2019. 4 Votes Required

Consideration of entering into an Agreement with Madera County Children and Families Commission - First 5, in the amount of $84,093.17, to provide prevention and intervention services to families with children ages 0-5, for Fiscal Years 2018-2020, and authorize the Chairman to sign.

Hearing to consider the application of Atwal Petroleum Inc. for a Letter of Public Convenience and Necessity to obtain a Type 20 off-premise license to allow the sale of beer and wine at a minimart. The property is owned by Robert and Juli Mitchell and is located on the southeast corner of Avenue 12 and Highway 99 (29092 Avenue 12) Madera.  The parcel, (APN 047-110-022) is zoned CRH (Commercial, Rural, Highway) District and ARE-40 (Agricultural, Rural, Exclusive 40 acre) and the General Plan is HSC (Highway Service Commercial) Designation and A (Agricultural).

Hearing to consider the application of R & J Guthrie, Inc. for a Letter of Public Convenience and Necessity to obtain a Type 20 off-premise license to allow the sale of beer and wine at a minimart. The property is owned by Roger Guthrie and is located on the north side of Avenue 12 approximately 450 feet east of its intersection with Maywood Drive (37247 Avenue 12), Madera.  The parcel, (APN 049-216-019) is zoned CRM (Commercial, Rural, Median) District and the General Plan is CC (Community Commercial) Designation.

Flood Maintenance Assistance Grant Program.

1.              Discussion and consideration to adopt a Resolution authorizing a proposal for funding from the Department of Water Resources, and designating a representative to execute the agreement and any amendments thereto for the Flood Maintenance Assistance Program Project.

2.              Discussion and consideration of entering into an Agreement with the State of California via the Central Valley Flood Protection Board, for the Flood Maintenance Assistance Program Project and authorize the Director of Water and Natural Resources to prepare and submit the Grant Application Package to receive grants funds from the Department of Water Resources (DWR).

HAVA Contract and Resolution.

1.              Discussion and consideration to adopt a Resolution approving Help America Vote Act (HAVA) funding and authorizing the County Clerk-Recorder to execute HAVA funding agreements.

2.              Discussion and consideration of entering into an Agreement (State Agreement No. 18G26120) with the State of California, in the amount of $25,000.00, for HAVA Section 101 and authorize the Madera County Clerk-Recorder to execute the agreement.

Discussion and consideration to authorize the Chairman to sign a letter of support for theDowntown Madera Veterans and Family Housing Project.

Discussion and consideration of approval to amend the Classification Plan for the Madera County Assessor's Office, effective February 1, 2019, as follows:

1.  Amend the Classification Plan by adding the classes of:

a. Deputy Assessor - Appraisal Support Operations

b. Deputy Assessor - Real Property

c. Deputy Assessor - Business & Personal Property

2.  Set the salary range for each class as follows:

a. Deputy Assessor - Appraisal Support Operations:  Range 296 (MB2 1115), $5,500 - $6,686 per month ($66,009 - $80,234 annually).

b. Deputy Assessor - Real Property:  Range 316 (MB2 1115), $6,077 - $7,387 per month ($72,933 - $88,651 annually).

c. Deputy Assessor - Business & Personal Property:  Range 316 (MB2 1115), $6,077 - $7,387 per month ($72,933 - $88,651 annually).

3.              Designate the above-referenced classifications as overtime exempt, pursuant to the Fair Labor Standards Act.

4.              Allocate the above-referenced classifications to the Mid-Management Unit for bargaining purposes.

5.  Amend the Classification Plan by eliminating the class of Chief Appraiser.

6.  Reclassify and reallocate the following employee to the position of Deputy Assessor - Appraisal Support Operations:  Bonnie Hendrickson (currently the Chief of Assessment Services).

7.              Direct the Human Resources/Operations Division of County Administration to amend the Position Allocation in Org Key #00400 as follows: 

                            a. Retitle the Chief of Assessment Services FTE to the classification of              Deputy Assessor - Appraisal Support Operations.

                            b. Add 1.0 FTE and allocate it to the classification of Deputy Assessor - Real Property.

                            c. Eliminate 1.0 FTE allocated to the class of Supervising Appraiser (1.0 FTE will remain funded in the allocation). 

                            d. Add 1.0 FTE and allocate it to the classification of Deputy Assessor -Business & Personal Property.

              e. Eliminate 1.0 FTE allocated to the classification of Supervising Auditor-Appraiser.

              f. Eliminate 1.0 FTE allocated to the classification of Chief Appraiser.

Discussion and consideration to ratify the Sideletters of Agreement with the Clerical, Communications Dispatcher, Correctional Officer, Deputy Probation Officer, Mid-Management, Peace Officer, Peace Officer Management, Post Graduate Licensed Professional, Probation Administrators, Probation Management and Technical Bargaining Units.

Discussion and consideration to approve a salary adjustment (3% increase) for Unrepresented employees, including Appointed and Elected Department Heads (excluding the Board of Supervisors) effective January 1, 2020.
