February 5, 2015 - The National Park Service is awarding a cooperative agreement with an estimated funding amount of $753,352 for a Cooperative Agreement for Essential Facilities for Park Administration and Visitor use with Yosemite Management Group, LLCThis is funding for the Stroming Road facility in Mariposa.

OVERVIEW

Public Law 109-131, Section 102, as codified under, 16 U.S.C. §346e, authorizes Yosemite to provide for park facilities outside of the boundaries of the park.  Yosemite and Yosemite Management Group, LLC, seek to enter into a Cooperative Agreement for space in Mariposa, California.   This would continue to allow the NPS to maintain essential facilities for park administration and visitor use outside of Yosemite.  In 2012, the NPS relocated certain functions and positions from within the park that are essential to park administration and visitor use.   At that time Mariposa County had a lease for this office space located at 5037 Stroming Road in Mariposa, but now that lease is expiring.  The NPS intends to stay in this office space. This office space is within the vicinity of Yosemite.   This cooperative relationship would be in conformity with approved plans for Yosemite because the office space in the City of Mariposa has been identified in a number of planning documents, including the park’s General Management Plan.  This would be an effective way to reduce the need for administrative office space within Yosemite National Park, and as a means to help reduce traffic congestion within Yosemite Valley. 


STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN


RECIPIENT INVOLVEMENT

Yosemite Management Group, LLC, will provide the space located at 5037 Stroming Road, Mariposa, California.  Further, Yosemite Management Group, LLC, will cooperate with NPS with any logistical support, guidance, and orientation of the office space throughout the life of this Cooperative Agreement.


NATIONAL PARK SERVICE INVOLVEMENT

Throughout the life of this Cooperative Agreement the National Park Service will continue to locate 50 of the over eighty positions and functions that have been identified as being able to work remotely from the park in Mariposa, California.  The National Park Service will also provide park staff to greet visitors and provide interpretive information for visitor use along the route into Yosemite National Park.

SINGLE SOURCE POLICY REQUIREMENTS



Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award.  The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.



In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:



(1)   Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;



(2)   Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;



(3)   Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;



(4)   Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;



(5)   Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.





NPS did not solicit full and open competition for this award based the following criteria:

(4) Unique Qualifications –

NPS facilities have been actively working towards locating facilities in Mariposa, starting with the construction of the "All Weather Highway", California Route 140, in the 1920s, the establishment of the El Portal Administrative Site in 1958, and the issuance of the park's General Management Plan in 1980.  Yosemite Management Group, LLC, is uniquely qualified since they own and can continue to provide the essential facilities in Mariposa for Park Administrative and visitor use at the most economical price, providing an enormous cost savings to the federal government.
