January 12, 2021 - MARIPOSA, CA – The County of Mariposa is pleased to announce the promotion of Mr. Joseph Lynch to the position of Assistant County Administrative Officer (ACAO) with special responsibility for human resources, information technology and strategy. Mr. Lynch comes to this role from the Mariposa County Health and Human Services Agency, where he has directed a similar scope of administrative services for the last six years. He will begin his duties in the administration office on February 1, 2021.
“We’re thrilled to welcome Mr. Lynch to the administration team,” said County Administrative Officer Dallin Kimble. “His expertise will continue to enhance the efficiency and effectiveness of our operations so we can focus resources on services for the people of Mariposa County.”
In June 2020, Human Resources Director Kim Williams left County employment for a similar position in another jurisdiction. The Board of Supervisors conducted a nationwide search for a replacement that resulted in 93 applicants, eight interviews and three offers that were made and ultimately turned down.
Responding to candidate concerns about the salary and organizational structure, the Board of Supervisors reimagined a more strategic Assistant County Administrative Officer position that could manage and synchronize the personnel, technology and strategy functions that span the entire organization. The new position was approved in December 2020 and Mr. Lynch was selected following an internal recruitment process.
Mr. Lynch worked the first 27 years of his career for Target Corporation where he was responsible for asset protection in 72 stores in the New York market. Since 2015, Mr. Lynch has served as the Health and Human Services Division Director of Administrative Services responsible for fiscal, human resources, technical services, contracts and facility operations. Mr. Lynch has also been involved with several special projects including consolidation of three departments into the Health and Human Services Agency and recovery from several disasters including the Detwiler Fire.
Mr. Lynch has a master’s degree in Public Administration from Arizona State University and a bachelor’s degree in Business Management from the University of Phoenix. He has volunteered time as a business advisor for the New York Police Foundation, as a member of the advisory committee at the Harlem Youth Court Center for Court Innovation, and as a presenter at events in California, New York and New Jersey
Mr. Lynch lives in Mariposa with his wife and seven children, where he intends to stay through his eventual retirement.
