November 8, 2021 - WASHINGTON DC – Congressman Jim Costa (CA-16) released the following statement after the House passed the Infrastructure Investment and jim costa congressman california 16th districtJobs Act, a once-in-a-generation investment to rebuild our nation’s water, road, transit, and broadband systems, grow our economy, and create good-paying jobs.   

“This is a big deal. These historical investments mark a new beginning for our nation. We now have the tools to rebuild our nation’s crumbling infrastructure, create good-paying jobs, and enhance our global competitiveness," 
Costa said."This transformative bill secures millions for Central Valley water systems, roads, ports, broadband, public transit, and high-speed rail – critical investments that will improve our quality of life and safeguard our economy. I am proud that Congress came together to advance the President’s agenda to build back better for the American people. We can do great things when we work together."


The Infrastructure Investment and Jobs Act invests $1 trillion to fix our nation’s infrastructure while creating over 2 million jobs over the next decade.  

Specifically, over five years it will invest:

  • $3.5 billion to fix California water infrastructure and ensure clean, safe drinking water
  • $9.45 billion to improve California public transportation options, including high-speed rail;
  • $25.3 billion for California highways, such as 99 and 41; 
  •  $4.2 billion for bridge replacement and repairs; 
  • $1.5 billion to improve California airports ;  
  • $17 billion to improve ports nationwide; 
  • $100 million to expand broadband access across the state; 
  • $84 million to protect California against wildfires and other extreme weather events; 
  • $40 million to protect against cyber attacks; 
  • $5 billion to invest nationally in zero-emission and clean buses. 

Congress is also working on the Build Back Better Act, which invests in the middle class, creates millions of jobs, and expands affordable healthcare.  

“I’m glad that we have made important progress on the Build Back Better Act. I remain committed to working with the Senate over the coming weeks to put this transformational legislation on the President’s desk.” said Costa.
