July 17, 2022 - WASHINGTON – Last Thursday, Congressman Jim Costa (CA-16), a member of the House Foreign Affairs Committee voted to pass the National Defense Authorization jim costa congressman california 16th districtAct (NDAA) for the Fiscal Year 2023. This legislation would provide a pay raise for service members, protect our national security, and support the development of emerging technologies. The bill is now awaiting approval from the Senate. 

“Investing in our national security is critical to combatting the rising threats to our democracy,” said Costa. “This year’s defense bill includes bold investments to strengthen our national defense, raise the pay for service members, and deepen our alliances, as Putin’s brutal war in Ukraine continues. The bill will equip our military with the tools to confront the challenges facing our country at home and abroad.” 

The FY23 NDAA authorizes $839 billion in funding for national defense to strengthen U.S. national security. Specifically, it would: 

  • Authorize a Pay Raise for Service members: Authorizes a 4.6-percent military pay raise, and a 2.7-percent inflation bonus for service members earning less than $45,000/year. It also raises the minimum wage to $15/hour for workers on federal service and construction contracts.

  • Enhance our National Defense: Provides $275 million for next-generation capabilities in hypersonics, electronic warfare, directed energy, artificial intelligence, and software.

  • Strengthen the NATO alliance: Expresses the sense of Congress that the United States strongly supports membership for Finland and Sweden in NATO.

  • Support the Security of Ukraine: Includes $450 million for the Ukraine Security Assistance Initiative (USAI), which provides support and assistance to the Ukrainian Armed Forces.

  • Support Afghan allies: Extends the authorization of the Special Immigrant Visa program and the deadline for those who qualify to apply for these visas.

  • Help our Armenian allies: Calls on the government of Azerbaijan to immediately release all Armenian prisoners of war (POWs) and captured civilians and withholds certain military aid to Azerbaijan. Costa is a co-sponsor of these provisions.

Each year, Congress authorizes the nation’s annual defense budget for the fiscal year to fund federal agencies and a wide range of operations to protect our national security.
