December 14, 2022 - On Tuesday, December 13, 2022, at 3:23 a.m. deputies responded to the 13000 block of Bentley Street in the city of Waterford for the report of a gunshot being heard coming from inside a home. About 53 minutes later, a deputy discharged his firearm, striking a man who was later pronounced deceased at the scene.

A roommate called 911 saying another resident, 27-year-old Bradly Locklin, shot a gun inside the house, but did not know the reason. The caller said there were several other adults inside the home, including multiple hiding inside a bedroom. Deputies began devising a plan to get people out of the house, but not all felt safe leaving the rooms they were in.

Deputies attempted to contact Locklin by telephone and a public address system, but he was not responding. At about 4:16 a.m., Locklin exited the front door of the home armed with a gun. He then fired at least one shot. As Locklin began walking back toward the residence, a deputy fired a single shot, striking Locklin.

Deputies immediately began rending aid to Locklin until medical personnel who were staged nearby arrived. Ultimately, Locklin was pronounced deceased at the scene. When deputies entered the house to security check it, they located several adults, all who were uninjured.

The Stanislaus County Sheriff’s Office Major Crimes Unit and the Stanislaus County District Attorney’s Office arrived and took over the criminal investigation, as well as the Internal Affairs Unit for department review. The deputy who discharged his firearm will be placed on administrative leave, per department policy, as the investigation begins. No deputies or residents were hurt in the incident.

The investigation is still in its preliminary stages. More information, including body camera footage will be made available in the coming days.

If you have any information regarding this investigation, contact Detective J. Rodriguez at (209) 525-7117. You can also make an anonymous tip by calling Crime Stoppers at (209) 521-4636 or go to www.stancrimetips.org.
