March 20, 2023 - SACRAMENTO – The California Governor’s Office of Emergency Services (Cal OES) has released the draft 2023 State Hazard Mitigation Plan (SHMP or plan) for public comment.
As California’s primary hazard mitigation guidance document, it outlines California’s hazards, identifies mitigation strategies, and actions to address those hazards, and gives guidance to local jurisdictions on developing their own plans. The draft 2023 State Hazard Mitigation Plan expands on previous plan discussions of hazard impacts on equity priority communities and climate change as an exacerbator to hazard events.
The draft plan has been publically posted and members of the public can provide feedback on the plan through a survey until Friday, March 24, 2023.
The State Hazard Mitigation Plan ensures California can receive federal grants and disaster funding, including:
- Hazard Mitigation Grant Program (HMGP)
- HMGP Post-Fire (HMGP-PF)
- Building Resilient Infrastructure and Communities (BRIC)
- Flood Mitigation Assistance (FMA)
- Fire Management Assistance Grants (FMAG)
- Public Assistance Grants, Categories C-G
California’s previous State Hazard Mitigation Plans have achieved enhanced status since 2007, which means the state demonstrates full and effective use of mitigation funds from federal and non-federal sources, a commitment to a comprehensive mitigation program through planning and project activities, and a robust capability to implement the mitigation program. This enhanced status makes California eligible to receive a higher percentage of mitigation funding from the federal government.
