April 8, 2023 - Washington, DC - Congressman George Santos (NY-03) has introduced HR 2404, the “Women’s Rights and Protection Act” also known as the WRAP Act that seeks to cut federal funds to countries that criminalize or discriminate based on gender, and for other purposes.
“It is highly concerning that we continue to provide federal assistance to countries that still have laws and policies that discriminate or criminalize based upon gender,” said Rep. Santos. “Countries who limit or prohibit women from attending any educational institution, walking freely without a male escort or barring women from basic human rights should be prohibited from receiving U.S. federal funding.”
Under the “Women’s Right’s and Protection Act,” the State Department would be required to assess a country’s human rights record before providing federal aid. Countries found to be violating these rights would be ineligible to receive aid until they take steps to address the issues.
Background:
Foreign countries that have enacted laws, enforce policies that limit women from:
- Enrolling in or attending any educational institution, school, or other program of instruction or otherwise seeking or receiving education activities.
- Operating a vehicle.
- Freely exercising any religion.
- Walking or otherwise travelling without a male escort.
- Authorize (including any form of punishment) female genital mutilation, sexual abuse, beheading, or any other practices that targets the lives of women.
