May 17, 2023 - Fresno County Sheriff's Office officials report that Homicide detectives with the Fresno County Sheriff’s Office have arrested 20-FCSO Sysaknoiyear-old Tyvanh Sysaknoi of Fresno. He has been booked into the Fresno County Jail. His bail is $95,000. The Fresno County District Attorney’s Office has filed a charge of voluntary manslaughter against him. This was a gang-related shooting.

Around 2:20 p.m. on Saturday, April 15th, dispatchers with the Fresno County Sheriff’s Office received a report of a disturbance with gunshots at the intersection of Valentine and Princeton Avenues in Fresno. Deputies arrived and found 16-year-old Nolyn Chann down on the ground with gunshot wounds. Deputies administered CPR and worked with EMS to get him to the hospital where he would later die. Chann lived in Clovis and was a student at Sunnyside High School in Fresno.

During this investigation, homicide detectives and members of our Crime Scene Unit developed information to show this shooting involved Asian gang members. This was an isolated incident, not a random shooting. Chann and others were attacking Sysaknoi, who is a rival gang member. Sysaknoi retaliated by shooting at the group of young men, striking Chann.

A short distance away on Valentine Ave. sits the Fresno Cambodian Buddhist Temple. Here a large public celebration was taking place with hundreds of guests. The people involved in the shooting were in this area of town to attend the event at the temple.

Anyone with additional information is asked to please contact Detective Aurelio Flores at 559-600-8208. You may also contact Valley Crime Stoppers at 559-498-7867 or www.valleycrimestoppers.org You will remain anonymous and may be eligible for a cash reward. Reference case # 23-4348.
