August 31, 2023 - Fresno Police Department officials report that on Saturday, August 26, 2023, at 11:12 p.m., Southwest Policing District officers responded to the Rescue Mission, located in the 300 block of G Street, regarding an assault. When officers arrived, they found 66-year-old Frank Placencia unresponsive, and suffering from severe trauma to the head. Placencia was rushed to Community Medical Center for medical treatment. Placencia was unable to survive his injuries and was pronounced deceased by medical personnel on Sunday, August 27, 2023, at 5:17 p.m.

Detectives conducted several interviews of witnesses and reviewed surveillance footage from nearby businesses. Detectives learned Placencia, who is a member of our unhoused community, was accused of touching property belonging to 30-year-old Johnny Hines. Hines is also a member of our unhoused community. Hines confronted Placencia and began to assault him, causing severe injuries to Placencia’s head. After the assault, Hines fled from the scene.

Detectives were able to locate and arrest Hines for the assault. Hines was booked into the Fresno County Jail for PC 187(a)-Murder. Although there has been an arrest made in this case, detectives are asking anyone with information to please contact the Fresno Police Department.
