April 10, 2024 - WASHINGTON — A Missouri man has been arrested on felony and misdemeanor charges, including for allegedly assaulting law enforcement during the breach of the U.S. Capitol on Jan. 6, 2021. His actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

            Jack Westly Ryan, 62, of Warrensburg, Missouri, is charged in a criminal complaint filed in the District of Columbia with felony offenses of obstruction of law enforcement during civil disorder and assaulting, resisting, or impeding certain officers.

            In addition to the felonies, Ryan is charged with several misdemeanor offenses, including knowingly entering or remaining in any restricted building or grounds without lawful authority, disorderly and disruptive conduct in a restricted building or grounds, engaging in physical violence in a restricted building or grounds, disorderly conduct in a Capitol building or grounds, and act of physical violence in the Capitol buildings or grounds.

            The FBI arrested Ryan today in Kansas City and he made his initial appearance in the Western District of Missouri.  

            According to court documents, Ryan traveled to Washington, D.C., to attend the former President’s speech at the Ellipse on Jan. 6, 2021. Ryan later made his way toward the Capitol building, arriving among a large crowd of rioters near the Lower West Terrace on U.S. Capitol grounds at approximately 2:00 p.m.

            Shortly after, a group of Metropolitan Police Department (MPD) officers attempted to make their way through the crowd of rioters but were met with physical resistance and verbal taunts. Body-worn camera footage taken from various MPD officers depicts Ryan allegedly physically confronting and assaulting multiple MPD officers in this area.

            This case is being prosecuted by the U.S. Attorney's Office for the District of Columbia and the Department of Justice National Security Division's Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney's Office for the Western District of Missouri. 

            This case is being investigated by the FBI’s Kansas City and Washington Field Offices. The FBI identified Ryan as BOLO (Be on the Lookout) #388 in its seeking information images. Valuable assistance was provided by the U.S. Capitol Police and the Metropolitan Police Department.

            In the 39 months since Jan. 6, 2021, more than 1,387 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 493 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.
