Ahead of an upper-level low moving south along the Oregon and California coast, near to above normal temperatures, breezy southwesterly sustained winds of 15-25 mph gusting to 40 mph amid minimum relative humidity of 10-25% will develop along the east slopes of the Sierra and much of the Great Basin. Scattered showers and isolated thunderstorms will develop across much of Oregon into northern California, spreading into the northern Great Basin overnight. Very warm and dry conditions are expected across much of the Front Range, Wyoming, and southeast Montana as well, although winds will be more from the south and lighter at 10-20 mph. Moisture will across much of Arizona into the Four Corners with scattered showers and thunderstorms. Farther east, southerly winds of 12-20 mph amid relative humidity of 15-25% and above normal temperatures are expected on the southern Plains. In the East, remnant moisture from Francine will bring areas of wetting rain to the Lower Mississippi Valley. Well above normal temperatures and dry conditions will continue for much of the Midwest, central Appalachians, Mid-Atlantic, and Northeast. Downsloping easterly winds of 10-15 mph will continue in the Upper Ohio Valley, with minimum relative humidity in the teens creating locally elevated conditions. Lower relative humidity of 20-30% will also spread into much of the Lower Great Lakes. Strong, but moist easterly winds are expected along the Southeast coast due to a developing low pressure system.
