February 2, 2025 - FRESNO, Calif. – Congressman Jim Costa (CA-21), a senior member of the House Agriculture Committee is seeking answers from U.S. Secretary of Defense, Pete Hegseth, after the U.S. Army Corps of Engineers ordered unplanned water releases from Terminus Dam and Success Lake in Tulare County.

President Trump’s latest Executive Orders on California water falsely link statewide policies governing the Central Valley Project and State Water Project to the recent wildfires in Los Angeles. Local officials have warned that unilateral actions like this could flood the Kaweah and Tule rivers, putting nearby communities and farms at risk.

“An unscheduled release of water at this time of year, when there is little demand for irrigation water and a snowpack that is below average, poses grave threats to a reliable water supply this year.” wrote Congressman Costa. 

Congressman Costa further wrote “These actions are even more concerning as I have heard from my constituents — including Central Valley farmers and experienced water managers — that there was very little notice regarding the release of this water. A lack of notice has a major potential to not only rapidly deplete the supply behind Terminus Dam and Schafer Dam but also could overwhelm and flood downstream communities.”
