Beloved Retired Deputy Passes Away 

August 29, 2025 – Tulare County Sheriff's Office officials announce the passing of retired Deputy Richard Holguin.

With great sadness, Sheriff Mike Boudreaux announces the passing of retired Deputy Richard Holguin who died August 22 in Fresno of natural causes. He was 76.

Before he was hired at the Sheriff’s Office, he served in the U.S. Army from 1968-1971 during the Vietnam War.

Deputy Holguin was hired at the Tulare County Sheriff’s Office in 1974. For more than 19 years, he worked Patrol, STEP, Investigations, Violent Crimes and Narcotics, retiring in 1993.

For many years, he was involved in the National Latino Peace Officers Association and served as the local chapter president.

Deputy Holguin is survived by his wife, Debby, son Ian, daughter Melissa, five grandchildren and one great grandchild. Sheriff Boudreaux and the men and women of the Sheriff’s Office offer deepest condolences to his family and gratitude for his many years of service. May he rest in peace.
