November 13, 2025 - WASHINGTON - On Wednesday evening, Congressman Jim Costa (CA-21) released the following statement after jim costa california congressman 2024voting on the FY26 continuing resolution. 

“Republicans have had over a month to craft a bipartisan budget that meets the basic needs of the American people. Instead, they have rejected negotiations and legislative proposals to prevent massive healthcare cost increases on tens of millions of Americans, including on more than 22,000 of my constituents. In fact, this bill includes provisions, snuck in at the last minute, that would give certain Senators a payout of up to $1 million each. In the meantime, Valley families are struggling to make ends meet,”  said Congressman Costa. 

“This bill puts too many hardworking people in my district at risk, forcing them to choose between putting food on the table or paying for healthcare. In November, this impacted nearly 30% of households in my district.  

Meanwhile, the Administration spent $40 billion on foreign food aid for Argentina, while American farmers and farm workers struggle to put food on America’s dinner tables every night. None of this makes any sense. In the richest nation in the world, food is a national security issue, and it should not be politicized.  

I’m glad government operations will soon resume, and federal employees and military service members will receive the pay they have earned. But, I will not stop fighting for policies that ensure Americans have timely access to food, affordable healthcare, and protective safety nets for those in need. 

We must come together in a bipartisan effort to extend these critical healthcare tax credits and ensure affordability for the American people.”
