Suspect Booked for Manslaughter in Clovis Homicide
December 14, 2025 – Clovis Police Department officials report that the suspect in Thursday’s homicide has been identified as
53-year-old Charles Gulley. On Thursday night, Clovis Police detectives booked Gulley into Fresno County Jail for manslaughter, and violation of post release community supervision. The Fresno County Coroner’s Office has identified the victim as 64-year-old Robert Ramage.
Detectives and our Special Enforcement Team have reviewed surveillance footage from our city camera network and surrounding businesses, conducted interviews, processed evidence, and followed up on leads. The investigation has shown that both the victim and suspect are unhoused and were involved in a physical altercation in the parking lot, leading to the unfortunate death of Ramage. Just before 3:30 A.M. on December 11, 2025, a Clovis Police Officer patrolling near Ashlan and Villa discovered a deceased adult male in the parking lot near the Fresno County Child Protective Services building. The male had trauma to his head, which prompted a callout of detectives and crime scene personnel. A portion of the parking lot was temporarily closed while they investigated the circumstances and collected evidence. This was the second homicide in Clovis this year.
