January 23, 2026 – Modesto Police Department officials report that the Crime Reduction Team (CRT), in coordination
with Code Enforcement, conducted an enforcement operation this week targeting illegal online gambling and smoke shop violations at several convenience stores and smoke shops throughout the city.
The operation followed numerous community complaints regarding illegal gambling activity occurring inside local businesses. Through undercover operations, officers identified four locations that were providing access to illegal online gambling. Undercover officers opened gambling accounts at the businesses, placed wagers, and were able to both gamble and collect winnings directly from store employees. Based on these investigations, search warrants were served at each location.
The following businesses were identified and targeted during the operation:
- Mousa Market, located at 804 2nd Street
- Kwik-E-Mart, located at 1425 La Loma Avenue
- J’s Smoke Shop, located at 2028 West Orangeburg Avenue
- A&Z Smoke Shop, located at 1410 Carver Road
As part of the operation, a coordinated smoke shop inspection was also conducted. Two of the four businesses were found to be in possession of prohibited flavored tobacco products and issued fines in the amount of $20,000. Two of the locations displayed significantly expired food products in an apparent attempt to conceal their gambling operations while posing as convenience stores.
Enforcement Results:
- Four individuals were arrested for offering illegal gambling.
- One employee was additionally arrested for possession of methamphetamine.
- Approximately $27,000 in cash was seized in connection with illegal gambling activity.
- Prohibited flavored tobacco products were seized at two locations and citations issued.
