Missing Person Investigation in Tracy Area Update
February 24, 2026 – San Joaquin County Sheriff’s Office officials report that on February 17, 2026, at approximately 8:52 P.M., 
patrol deputies responded to the 16000 block of W. Grant Line Road in Tracy for a reported missing person. During the investigation, surveillance footage showed a white SUV and three unidentified individuals dressed in dark clothing with the victim at approximately 2:30 P.M. The victim appeared to enter the vehicle against his will.
On Friday, February 20, 2026, at approximately 3:20 P.M., near Lake Berryessa, the Napa County Sheriff’s Office located a body matching the description of our missing person. It is with profound sadness that we confirm the kidnapping victim, Avtar Singh, has been located deceased.
Our detectives are working tirelessly to investigate this case and identify those responsible for this terrible act. Based on the information known at this time, this appears to be an isolated incident, and there is no known ongoing threat to the community.
