Investigation Leads to Heroin Sales Arrest 

April 25, 2026 – Tuolumne County Sheriff's Office officials report that in February 2026, Patrol Deputies conducted a proactive traffic stop in the Groveland area, leading to the seizure of black tar heroin and a referral to TNT.

Following a two-month investigation, TNT identified the supplier as 64-year-old Michael Leslie Proctor of Coulterville, who was transporting heroin from the Central Valley for sale in the Groveland area. TNT obtained a search warrant for Proctor, his vehicle, and his residence.

On April 9, 2026, Proctor was stopped in his vehicle in the La Grange area, where TNT located 137.5 grams (over 1/4 pound) of heroin and $2,909 in cash. A subsequent search of his residence led to the seizure of additional narcotics, methamphetamine, ammunition, and drug-related items.

Proctor was arrested on multiple felony charges, including transportation and possession of heroin for sale, felon in possession of ammunition, and possession of methamphetamine. Proctor is a convicted felon and is prohibited from possessing ammunition. His passenger, 58-year-old Jaymee Troi McFarland was cited for drug paraphernalia.
