May 9, 2026 – Modesto Police Department officials report that the Narcotics Enforcement Team (MNET) and Property
Crimes Unit (PCU) arrested a 21-year-old Modesto man on Wednesday following the service of a search warrant related to the illegal possession of explosive fireworks.
On May 5, 2026, investigators served a search warrant at a residence in the 2400 block of Brandy Court in Modesto. The investigation involved Toby Ovrahim, who allegedly posted social media videos depicting himself igniting M-style explosive devices, throwing them from a moving vehicle, and launching aerial fireworks in residential neighborhoods.
Ovrahim was taken into custody without incident.
During the search, investigators seized:
* 130 M-style explosive devices
* Approximately 311 pounds of illegal fireworks
* 12 firearms
* 1 assault weapon
* 13 pairs of brass knuckles
A Fire Investigation Unit investigator assisted with the investigation and took custody of the explosive devices.
Ovrahim was issued a $12,000 administrative citation for Modesto Municipal Code Violations related to illegal fireworks and booked into the Stanislaus County Public Safety Center on other charges including possession of explosive devices, possession of illegal fireworks exceeding 100 pounds, possession of an assault weapon, and possession of brass knuckles.
