May 28, 2026 - SACRAMENTO, CA — California Assembly Democrats on Wednesday advanced a
comprehensive package of legislation to protect immigrant communities, strengthen oversight of federal immigration enforcement, and safeguard schools, hospitals, polling places, workplaces, and families from harmful ICE practices.

The legislative package comes amid escalating federal immigration enforcement tactics that lawmakers say have spread fear, destabilized communities, and harmed California workers, businesses, and families.
“Trump’s secret police are a failure, and Californians have had enough. ICE agents aren't targeting violent criminals — they’re indiscriminately terrorizing communities of color at schools and businesses. Assembly Democrats are leading the nation in holding Trump accountable: His chaos has no place in California,” Speaker of the Assembly Robert Rivas said.
“California families deserve to feel safe in their schools, workplaces, hospitals, and neighborhoods not live in fear of intimidation or unlawful enforcement tactics,” said Assemblymember Juan Carrillo, Vice Chair of the California Latino Legislative Caucus. “AB 2721 increases transparency and accountability by ensuring hotel workers and guests are informed when federal immigration enforcement agents are staying on site. This package of bills reflects our commitment to protecting the dignity, safety, and civil rights of all Californians.” - Assemblymember Juan Carrillo, Vice Chair of Latino Caucus.
“The Trump administration has declared war on our neighbors and they’re using our own tax dollars to come after us,” said Assemblymember, Liz Ortega, Vice Chair of the Latino Caucus. “I was a three year old little girl when my parents brought me here. Luckily I never got separated from my parents. But as a California Assemblymember, I’m going to make sure that we don’t pay a dime of our money to companies that are keeping kids in cages.”
Key proposals include:

Keeping ICE out of sensitive spaces such as schools, polling places, childcare facilities, hospitals, and state-owned property.

Preventing California law enforcement agencies from participating in or profiting from federal immigration enforcement activities.

Holding private detention corporations and ICE contractors financially accountable.

Protecting immigrant workers, students, families, and crime victims from intimidation and retaliation.

Establishing new tools to investigate and track immigration-related civil rights abuses and violence.
The package includes the following legislation:
AB 2624 (Bonta)- Extends California’s existing Safe at Home address confidentiality program to immigration support service providers, employees, and volunteers who face documented threats, harassment, or violence
AB 2721 (Carrillo) Requires hotels to notify workers and guests when ICE or Border Patrol agents are staying on site.
AB 2318 (Elhawary) Prohibits law enforcement from denying or delaying emergency medical care to individuals in custody when treatment can be safely provided.
AB 1896 (M. Gonzalez) Bars individuals who participated in ICE enforcement activities from employment with state or local public agencies in California, including positions as peace officers.
AB 1929 (Ortega) Requires health plans and insurers to disclose investments in private prisons, immigration detention centers, and other harmful industries.
AB 2379 (Solache) Provides family daycare providers with clear, multilingual training on their rights during encounters with ICE or other law enforcement agencies.
