Update: Officer Involved Shooting on Lebon Drive 

August 17, 2023 - San Diego County Sheriff’s Department officials report that on August 11, 2023, at about 3:12 a.m., the San Diego san diego county sheriff department logoPolice Department received a call from a reporting party stating two suspects were breaking into vehicles at an apartment complex in the 3400 block of Lebon Drive in San Diego. Officers arrived on scene a few minutes later. They contacted the suspects inside a reported stolen vehicle.

Officers gave them verbal commands, but the suspects fled on foot. Officers followed Suspect one (S1), identified themselves as police officers, and gave verbal commands to stop. The initial report is S1 turned towards the officers with a firearm in his hand. It appeared that S1 fired at least one round at the officers. This prompted one officer to discharge his duty weapon multiple times. S1 was hit with several rounds and went down to the ground. His firearm was located nearby. Officers provided medical aid before he was transported to the hospital. The suspect survived his injuries. The suspect has been identified as 39-year-old Justin Ray Teague. His last known address was in Poway.

On August 15, 2023, Teague was arraigned by the District Attorney's Office on the following counts: 3 counts of 664/187/189 PC (ATTEMPT PREMEDITATED MURDER ON PEACE OFFICER) with 12022.53(c) PC (DISCHARGE OF A FIREARM) allegations, 3 counts of 245(d)(2) PC with the same allegation, 3 counts of residential burglary and one count of attempted car theft. The judge ordered no bail.

On July 10, 2023, Teague was arrested for the following charges: 496D(A) PC (POSS STOLEN VEH/ETC), 2800.2(A) VC (EVADE PO: DISREGARD SAFETY), 10851(A) VC (VEHICLE THEFT), 666.5 (A) PC (VEH/ETC THEFT: SPEC PRIORS), and 23103(A) VC (RECKLESS DRIVING: HIGHWAY). Teague posted bail and was released on bond on 7/10/23.

In 2017, Teague was convicted of 496 D PC, 530.5 PC, 2800.2 and was sentenced.

In 2004, Teague was convicted for 10851 PC and was sentenced.

In 2003, Teague was convicted for 459 PC and was sentenced.

During the course of the investigation, it was revealed Teague was also involved in an Officer Involved Shooting incident in November of 2003. Please contact SDPD Lt. Shebloski for further details.

The second suspect has not been identified yet. He was described as a Hispanic male adult, possibly in his 20's, around 6' with a medium build, wearing a blue mask, black hooded sweatshirt, and gray jeans. It is unknown if he is armed.

No officers were injured. The officer involved in the shooting has been identified as Joseph Lee.  He has been employed by the San Diego Police Department since December of 2022. He is currently assigned as a patrol officer in the Northern Division.

Per the Countywide Memorandum of Understanding, the San Diego County Sheriff's Department Homicide Unit was called to the scene to conduct the officer-involved-shooting investigation.  At this stage of the investigation, the motivation and circumstances of the shooting are still under investigation. Detectives are currently gathering evidence, interviewing witnesses, and examining the circumstances surrounding the shooting.

The investigation and review process for officer-involved shootings are extremely thorough. When the Homicide Unit completes its investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any state criminal liability for their actions. The San Diego Police Department will conduct an administrative investigation into the officer’s discharge of his firearm.  The Commission on Police Practices (CPP) will conduct a review of the incident and provide any appropriate recommendations.
