August 30, 2025 – Tuolumne County Sheriff’s Office officials report that on August 29, 2025, Tuolumne Narcotics Team detectives (TNT), assisted by the TCSO SWAT Team, served a high-risk search warrant at a residence on Sierra Ave., in Jamestown.
The investigation began after TNT received an anonymous tip about suspected drug activity at the residence. Detectives followed up and developed evidence consistent with ongoing illegal drug sales at the location. When the warrant was served, John Cosovich, Ismael Viscarra, David Henry Elliot, Robin Million, Joseph McIntyre, and Dylan Lay—were ordered out and detained.
A search of Cosovich's bedroom uncovered multiple firearms, several hundred rounds of ammunition and drug paraphernalia while Elliot's living quarters contained a loaded, unserialized Glock-style handgun, (a "ghost gun") with a high-capacity magazine, approx., half an ounce of methamphetamine, digital scales, and drug paraphernalia.
Record checks revealed Cosovich and Elliot were prohibited from possessing firearms due to felony convictions, and Viscarra had a felony warrant.
Through their investigation, detectives determined that the residence was being maintained and operated as a drug house. All six individuals were arrested and transported to the DDC. Cosovich and Elliot were booked on charges related to drug sales and illegal possession of firearms, while Viscarra, Million, McIntyre, and Lay were booked on charges related to maintaining a drug house.
While the residence is near Jamestown Elementary and adjacent to a pathway regularly used by children, the distance did not meet the legal threshold of 1,000 ft. required to file enhanced charges under state law. However, the close proximity to where children walk each day underscores the serious risk posed by drug activity in residential neighborhoods.
We remain committed to community safety and the protection of children through investigations targeting illegal drug sales. Community partnership and information-sharing are vital to identifying problems and building strong cases against those who pose a threat to public safety. We thank the community member who came forward with the tip that led to this investigation and encourage others to continue sharing information.
