Murder Suspect Charged with an Additional Murder
May 23, 2024 – Ventura County Sheriff's Office officials report that the Major Crimes Investigators have arrested Rotherie Foster with an additional murder that occurred in Los Angeles.
On January 13, 2023, Foster was arrested for the murder of Jose Velasquez, who had been previously reported missing under suspicious circumstances and his remains were later recovered. Foster has been incarcerated in the Ventura County Jail awaiting trial for Velasquez’s murder.
In February of 2024, investigators from the Ventura County District Attorney’s Office uncovered evidence linking Foster to Bill Levy, who was found deceased in his Los Angeles residence on January 10, 2022. Investigators from the Ventura County Sheriff’s Major Crimes Bureau investigated Mr. Levy’s death and determined Mr. Levy was the victim of a homicide and Foster was found to be responsible for his murder.
On May 20, 2024, Foster was arrested for the murder of Mr. Levy. Despite the murder occurring in Los Angeles, the Los Angeles County District Attorney’s Office granted jurisdiction to prosecute the case in Ventura County. Foster is currently held in the Ventura County Jail with no bail.
The Ventura County Sheriff’s Office and the District Attorney’s Office are committed to seeking justice for the victims and their families. The investigation into these cases remains ongoing.
