Community Update: Arrests Made After Early Morning SWAT and CNT Activation
January 1, 2026 – Tuolumne County Sheriff's Office officials report that on Tuesday, December 30, 2025, at approximately 8:40 p.m., deputies responded to a report of criminal threats made by 42-year-old Brandon Salter via a messaging application. The victim reported fearing for her safety due to the threats, combined with a history of past domestic violence and prior threats, prompting her to obtain a restraining order that had not yet been served.
Deputies conducted a records check of Salter and found he had multiple felony warrants for his arrest. When deputies attempted to contact Salter outside of a home in Tuolumne Township, Salter fled from deputies into the home. The homeowner later allowed deputies into the home, where they located a 17-year-old runaway juvenile with a felony juvenile warrant inside a bedroom. While deputies attempted to arrest the juvenile, he fled but was quickly restrained and taken into custody inside the home.
Salter continued to ignore deputies’ commands to exit the residence peacefully. Deputies determined Salter was likely hiding in the attic, prompting the activation of the Special Weapons and Tactics (SWAT) Team and the Crisis Negotiations Team (CNT) to safely resolve the incident. Just before 2:30 a.m., Salter complied with orders to exit the attic and was taken into custody by SWAT team members without further incident.
Salter was transported to the Dambacher Detention Center where he was booked on the charges of 422(A) PC - Criminal Threats, 148(A)(1) PC – Obstructing or resisting arrest by a peace officer and his felony warrants. The juvenile was transported to the juvenile hall where he was booked for 148(A)(1) PC and his warrant.
Once again, we thank the residents of Tuolumne Township for their patience during this incident. We understand the use of a loudspeaker during the early morning hours can be disruptive, however, in high-risk situations, we utilize all available tools to help achieve a peaceful resolution with minimal force.
